*Cabinet briefed on strategic plan, including its aspirations for 2030 and priorities for 2022
*The 2030 aspirations cover various fields, such as food security and agriculture, environment, urban planning and others

The Ministry of Municipality and Environment (MME)'s strategic plan, including its aspirations for 2030 and priorities for 2022, were highlighted on Wednesday, the official Qatar News Agency (QNA) reported.

This came at the Cabinet's regular meeting held at at the Amiri Diwan, which was chaired by HE the Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz al-Thani.

Following the meeting, HE the Minister of Justice and Acting Minister of State for Cabinet Affairs Dr Issa bin Saad al-Jafali al-Nuaimi issued a statement giving the details of the proceedings.

Based on the directives of HE the Prime Minister and Minister of Interior, on "providing the Council of Ministers with plans related to the competencies of ministries and other government agencies, public bodies and institutions, including all implementation programmes and projects, the specified timetable for completion as well as standards and indicators for measuring performance progress in line with the comprehensive development vision, Qatar National Vision 2030, in addition to highlighting any partnership projects between the public and private sectors, if any", HE the Minister of Municipality and Environment Abdullah bin Abdulaziz bin Turki al-Subaie made a presentation on the detailed plan pertaining to the MME's strategy, QNA said.

A comprehensive review of the MME's current strategy was undertaken in the first quarter of 2020 in accordance with the directives of HE the Prime Minister and Minister of Interior. The priorities, initiatives, key performance indicators and targets were updated according to the review results and specific improvements.

The MME strategy includes the 'strategic plan' and 'opportunities for private sector participation' axes, as well as implementation of the strategy.

The strategic plan axis addresses the areas related to the MME's competencies under the title 'aspirations and priorities'.

The 2030 aspirations cover various fields, such as food security and agriculture, environment, urban planning and others, with 2022 priorities listed under each of them.

In the field of food security and agriculture, the 2030 aspirations are to "achieve food security for the State of Qatar while ensuring efficient resource management and maintaining strong food safety standards".

The 2022 priorities in this regard are the availability of food at reasonable prices, a high level of food quality and safety, and efficiency in resource management.

In the environment field, the aspirations are to "contribute to achieving the sustainable development goals of the State of Qatar in the environment sector with the aim of enabling sustainable development and protecting the environment for future generations".

The priorities are to improve air quality, maintain the quality of seawater, preserve biodiversity, chemical and radiological safety and security, and efforts to confront climate change.

In the field of public services, the aspirations are to "become a society completely free of landfills".

The priorities in this regard are to undertake efforts to reduce waste generation and recycling, solid waste management across the economic value chain and reducing construction waste.

As for urban planning, the aspirations are to "improve the level of urban planning for cities in the State of Qatar through distinct frameworks and guidelines for planning in the infrastructure, transportation and urban planning sectors, which meet the needs of Qatari citizens and residents alike".

Accordingly, the priorities are a comprehensive national executive plan for the urban planning, infrastructure and transportation sectors, an administrative framework for urban planning, and real estate sector development strategy.

Regarding the field of urban beautification, the aspirations aim at "beautification of cities and increasing green spaces to promote sustainable urban health".

The priorities are to improve the level and quality of green spaces, increase green areas and have community co-operation.

Further, the aspirations in the area of municipalities are to "ensure that a high level of satisfaction is achieved when citizens and residents use the services provided by municipalities".

The priorities in this field are to improve service delivery procedures, data collection and use, legislation and regulations' amendments and their enforcement, and to improve municipal and public facilities.

In the field of shared services, the aspirations are to "achieve the highest level of management efficiency and outstanding performance through continuous work on capacity building and digital transformation".

The priorities in this regard are a performance management system, capacity-building and human resource development, and digital transformation and improvement of the technological infrastructure.

The next axis, opportunities for private sector participation, covers the following fields: specific areas that include potential opportunities for public-private partnerships; and the framework for the Ministry of Municipality and Environment with regard to partnerships between the public and private sectors and their next steps.

Regarding the implementation strategy, the QNA report says:

* After preparing the strategic plan, the following steps focus on developing the operational plan: first phase - the strategic plan (February-April 2020), and second phase - operational plan (May-July 2020).

* Reporting the details, including continuing to report on the progress made until the new mechanisms for reporting performance are fully implemented according to the operational plan, and the proposed reporting mechanisms.
