Qatar University’s General Legal Counsel Office organised a two-day seminar under the title of ‘The Tender and Auctions Law and its executive policy: the status-quo and the challenges’.
The event was attended by Dr Hassan bin Rashid al-Derham, president of QU and Dr Khaled al-Khater, vice president, Financial and Administrative Affairs and other faculty members, as well as a number of officials of Qatari institutions related to financial and administrative affairs.
The topics covered at the seminar discussed issues on the role of the Tender and Auctions Committee in carrying out contracting procedures, the legal provisions for contracting by practice and direct order and problems related to concluding and implementing contracts. 
Dr al-Derham said, “The state is responsible for managing, maintaining and developing public money through government agencies such as ministries, public authorities and institutions, including the university. The person in charge of managing these funds does not have the right to misuse it as he is not considered the owner of it, he is an employee and he should do his job with full honesty and in accordance with the provisions of the constitution and the law. It is a legal duty, and state’s primary responsibility to protect public money,” 
Within the framework of these principles, the Tenders and Auctions Regulation Law No. 24 was issued in 2015. Its provisions apply to all ministries and other government agencies. The law seeks to achieve economic reform for the state, especially with the expansion of the volume of construction and commercial work, as well as aims to protect public money through the specified legal procedures and controls to ensure that the needs of government agencies are provided at the best rates.
Dr al-Khater  gave a number of explanations on the law based on his experience as head of the University Tender Committee and advised increasing workshops and training workers in this field to implement the law and to understand its connection to their fields of work in order to achieve the required objectives.
